The first thing you need to accept in order to decode the Caret information is: 1. Electrons are not a particle or a wave. The primary electron itself is a vortical structure, the wave and particle functions are a byproduct of the vortical program working between dimensions.
2. Extra Terrestrials have been on this planet, visiting and otherwise living here for longer than humans have walked the earth. Once you accept this view and investigate ancient cultures up to modern recorded history you will see the earmarks, symbolic trails and artifacts that have been there all along that reveal what I am saying is in fact true.
Without working from the standpoint of (Is this information and the related story that was published with it true?), Rather I shall approach this from a technical examination and offer insights as to why this is definitely some sort of technological denature, not just some ones crafty late night photoshop experiment after having too much cappuccino.
1. Vortical Program. Imagine that any nuclear language written by sensible and well knowing beings that have long since accepted the fact that electrons are not only vortical programs but are in fact responsible for organizing the fundamental forces in all respect. I. Vortical in relation to our Physical reality. We must fully understand (which we do not, yet) that hyperspace is to be first discovered while learning how to alter the quantum frequency of electron states. I say states because the wave function of an electron/photon collapses the moment you try to measure it or make an observation. II. Electrons have a 2 spin. There is 'Pluck' and Anti 'Pluck'. We tend to ignore the fact that the string of an instrument vibrates as much as the instrument itself. This is in essence what spin2 is all about in application to electrons. III. This spin is fundamental to all known forces in physics. A. Inertial (spin) B. Charge (direction of spin) C. Magnetic Fields (spin and direction of spin) D. Gravity (bear with me, Science at large is still in the dark) The second 'spin' is in many ways imagined and not know. This is where our limitation in understanding begins and why perhaps we have yet to see a piece of technology like this for what it is. 2. The best way to vibrate electrons is Radio. I. The device is a big, very obvious radio antenna of some very complex nature if we only apply conventional RF design to it.
II. Given the nature of Radio (modulate/vibrate electrons back and fourth) we can already see that this is a very specialized piece of equipment (an antenna at the very least) that could possibly serve a wide range of purpose given that high frequency RF is a great way to muck around with physics in general. My point is more specific but I'll allow this idea time to sink in as I prepare you for more details that might shed light on the design and where RF might be the predominant function. You will come to see that what we can know from the photo provides very specific information towards it's purpose and how it might work. Take a look at this:
